Anyone recommend a good (preferably perl-based) content management system with some sort of moron-access for editing content probably WYSIWYG? (even better, something that publishes static pages rather than runs perl for every request)

autos06, MoveableType is the only perl CMS I can think of, no idea what its editor uses, but I'd image you could integrate fskeditor if you needed to, never heard of a static page plugin though
I know there's a static page plugin for WordPress though
